We will be in Washington for three nights at the beginning of December and would like to see as many of the monuments, buildings and sights as possible. We will be doing a Monuments by Moonlight tour with the Old Town Trolley Tours is this the best way to see the monuments, or should we also visit them by day?

Monuments by day and by night
If you can also see them during the day, I would recommend doing so. By seeing them on your own, you can take your time. Also, if you want to visit the Washington Monument, you could do that, too. For advance tickets to the monument: http://reservations.nps.gov

Have you already scheduled your Monuments by Moonlight tour? Hopefully do it early in your trip, that way you get an overview and can decide for yourselves which particular stops on the tour warrant a return visit during the day.
For example, for me, 20 minutes is enough at the Jefferson Memorial, but I could spend a couple of hours at the Lincoln Memorial enjoying the views and also visiting the nearby Vietnam and Korea memorials.

We did the Tourmobile tours at night plus a two day pass. The monument at night was nice. It starts at 7pm and goes til 10:30. We felt rushed on this as the guide really walked fast, but the time at each monument was about right. I was trying to take photos and some of the things like FDR were getting pretty dark with less lighting than the other monuments, same problem with Korean War memorial. We went back to all the same places in day time plus Arlington cemetary, but the days go fast if you are doing musuems too. It only runs from 9:30-4:00, so plan wisely. Remember Natural history museum stays open til 7:30 so that is a good time to get off near there as they are ending tour. The photos of what you see while on the bus don%26#39;t turn out that well due to movement, cars and buses, etc. The lighted monuments make nice photos.
We have not yet booked the Moonlight tour and will now arrange it for our first night so we will have time if there are monuments we want to return to.
